Asian Development Bank helps improve VNU’s Public-Private Partnership project implementation capacity
On March 8, 2023, in the presence of VNU President Le Quan, Vice President Pham Bao Son and Asian Development Bank (ADB) Vice President Ashok Lavasa, Director of VNU Investment Promotion Department Tran Thi Thanh Tu and Head of Private Sector Development, ADB's Resident Representative in Vietnam Donald Lambert signed a memorandum of understanding on behalf of the two organizations.

Accordingly, ADB will support VNU in capacity building, preparation and implementation of public-private partnership (PPP) investment projects. This is an event of special significance for the implementation of VNU's PPP projects in Hoa Lac and lays an important foundation for building a green, smart and sustainable VNU town.

Addressing the ceremony, VNU President Le Quan said that following the direction of the Vietnamese Prime Minister on piloting the implementation of PPP investment projects in Hoa Lac, VNU has been implementing such plans as: developing a guide to PPP investment project  implementation and a list of PPP investment projects in VNU town in Hoa Lac; establishing an Investment & Development Joint Stock Company (VNU Holdings) to promote innovation activities, transfer and commercialize scientific and technological products; organizing the annual Investment Promotion Conference.

According to VNU President Le Quan, VNU is attracting and seeking funding sources from private and foreign sectors to jointly invest in developing PPP construction, science and technology, and education investment projects

Implementing PPP investment projects is a new and unprecedented field at VNU in particular and Vietnam in general; therefore, ADB's support and advice to VNU are very important and help VNU to soon realize the Prime Minister's direction.

After visiting VNU campus in Hoa Lac, ADB Vice President Ashok Lavasa got a strong impression of the project scale and the vision of the Vietnamese Government in general and VNU in particular in building a green university town - one of the primary indicators of a sustainable university. He emphasized that ADB would support VNU in the preparation and implementation of PPP projects; Specifically, ADB will help enhance VNU's capacity for PPP project implementation through holding policy dialogues and organizing training courses for its leaders and staff; preparing PPP project implementation guidelines; assisting VNU in selecting potential PPP projects; providing transaction advisory services for VNU’s potential PPP projects. He believed that VNU's PPP projects supported by ADB would be model projects not only for Vietnam but also for the whole region.

The memorandum of understanding is expected to be the premise for specific cooperation proposals, making an important contribution to promoting cooperation between VNU and the business sector, domestic and foreign investors, in the implementation of VNU’s PPP projects.
