The Asia Research Centers (ARCs) aim to produce high quality knowledge-based products and service for academic, scientific, professional and student communities and the general public. ARCs become recognized when the scholars implement innovative research, produce cutting-edge technology, publish scientific articles and bring new information to the people. Since their establishment, ARCs have accomplished a good number of research works, but still few scientists have published internationally and many scientific publications have been left unnoticed. While language might be a problem, the dissemination of scientific work by ARCs seems ineffective.
Today Internet has become a main channel for dissemination of scientific publications. Internet-based initiatives such as open access journals, email discussion list, online conferences, internet bookshop etc are extensively used by world scientific organizations. Despite the fact, the Asia Research Centers are not effectively using this low-cost and high-speed technology.
While general awareness about benefits of Internet-based products and e-marketing might be low among ARCs, technical capacity of institutions and expertise of staff seem main barriers.
In order to strengthen capacities of ARCs for producing web-based products and service and embrace electronic marketing, support from technology-advanced countries, particularly from Korea, is important. E-governance and e-marketing policy development, allocation of funding for technical modernization and training of ARC staff, training in electronic product development and marketing, introduction of web-based journals and email discussion list of ARC-related scholars are necessary steps to take in the short-term.
