A Decade Planning of Shanghai Forum: stage objectives
Kernel: promulgating Shanghai Consensus
Under the framework of the Forum themes, Shanghai Consensus—the kernel of major Shanghai Forum findings—is formed and issued on the basis of paper selection, prophase research and planning, covering the major issues of Asian economic cooperation and development but with emphasis on only one or two.
First stage(2005-2008)
Rely on Fudan to convene elites from all over the world and attract distinguished people from political, business and academic circles;
Centralize all forces on planning and research of the Forum themes and issuing Shanghai Consensus;
Publish the research findings in Chinese;

Second stage(2009-2012)
Take the rare opportunity of Shanghai Expo to build the image of a international forum frontier;
Provide statesmen with consultancy on economic policies of various countries;
Provide businessmen with frontier economic thinking from various countries;
Provide scholars with multi-academic findings in various countries;
Encourage cooperative research between different countries and regions, promote Shanghai Consensus and relevant research findings to extend their influence;
Publish major research findings in Chinese and English;

Third stage(after 2013)
Establish its position as top international forum;
Promote the interaction between academic, political and business circles to a new depth;
