Ladies and Gentlemen,
On behalf of the Government of the Socialist Republic of Vietnam, I warmly welcome all foreign and Vietnamese distinguished guests, ICT scientists, managers and businessmen to Hanoi Forum on Information and Communication Technology co-organized by Vietnam National University, Hanoi and the Korea Foundation for Advanced Studies, thus contributing to speeding up activities in ICT research, application and human resource development in Vietnam.

ICT is a socio-economic field which plays a strategic role and serves an important driving force for the industrialization and modernization of Vietnam.
Over the last 10 years, Vietnam’s ICT has recorded encouraging achievements. In order to create new breakthroughs for ICT and contribute more actively to the realization of the national development program with high growth rate, the Government of Vietnam advocates the reforms of organization, mechanism, international socio-economic integration and operation according to the e-government model, etc. The Government of Vietnam attaches great importance to education and science-technology, considering it as national priorities in which ICT human resource development plays an extremely important role.
I know that at this Forum, the Ministry of Information and Communication will present the Master Plan of ICT Human Resource Development to 2020, working out the objectives till 2015 to train 25,000 ICT professionals with 50% of them achieving international standards and over 53,000 ICT applied professionals in all areas. The contents of this Plan have reflected the advocation “training to meet social requirements” in such important scientific and technological fields as ICT. To realize the above-mentioned objectives, such ministries as Ministry of Education and Training, Ministry of Information and Communication and important Branches should closely coordinate with one another in building up and implementing mechanisms and policies in the most effective way. At the same time, there should be active and creative support from the system of Vietnam’s higher education institutions.
Vietnam National University, Hanoi is one of the key universities in Vietnam with a tradition of training high school students and undergraduate talents. VNU’s students of Information and Communication Technology have initially confirm VNU’s prestige in international ICT Olympiads. VNU should be the flagship, should play a key role in Vietnam’s higher education system in complementing the task of high-quality ICT human resource development for the country. The Government of Vietnam always supports VNU in implementing breakthrough measures so as to bring VNU’s ICT training levels to advanced regional standards in 2010.

Ladies and Gentlemen,
With your knowledge and experiences, ICT managers, scientists, businessmen from such countries with advanced ICT levels as USA, Japan, France, Korea and Singapore, etc., I believe that you will share your precious knowledge, discuss opportunities, challenges as well as solutions to ICT human resource development, the best applying and practical models for ICT development in Vietnam. Vietnamese mangers, scientists and businessmen should acquire this knowledge so as to creatively apply it to the concrete condition of our country, thus contributing to human resource development and applying it to socio-economic management and making these products competitive in the international markets and making ICT a really driving force for the socio-economic development in the context when Vietnam has become an official WTO member and in the process of making our country an industrialized country in 2020.
