VNU - VJU & VNU – CET: Strengthening cooperation in educational testing activities

VNU Vietnam Japan University (VJU) signed a Memorandum of Understanding with the Centre for Educational Testing, Vietnam National University, Hanoi (CET) on 16th January, 2023.

The signing ceremony aims at exploiting and promoting the potentials and strengths of each party in terms of interdisciplinary experts, educational science, testing and assessment, educational measurement and evaluation.

Representatives coming from CET included Director and Vice Director, along with Chiefs and Deputy Chiefs of related Office/Departments such as Administrative Office; Department of Evaluation and Certification of Results; Department of Research and Development of Evaluation Tools, and Technical Department.

VJU’s Vice Rector Dr. Nguyen Hoang Oanh represented VJU to sign in the MOU. Witnessing and attending the event were cadres from VJU’s R&D Promotion and Cooperation Development Office, Academics and Student Affairs Office, and Administrative Office; and Mr. Ishihara Shinichi - Chief Advisor; Mr. Tsujimoto Atsushi - Sub Chief Advisor; Ms. Kawaguchi Yuko – Project Coordinator/Public Relations from JICA Technical Cooperation Project.

Addressing at the event, VJU Vice Rector Dr. Nguyen Hoang Oanh expressed his belief that the agreement between the two institutions will benefit both. “With this MOU, we share not only the infrastructure for doing the testing but also the human resource to perform the testing and also to perform the PR activities for VJU as well. We also share the database that is extremely important in PR activities for the admission. Thereby, of course, we will provide the best services to potential students.”, Dr. Oanh emphasized.

On his part, Dr. Nguyen Tien Thao, Director of VNU-Center for Educational Testing (CET) agreed about the cooperation proposals mentioned by Dr. Hoang Oanh and added that the Centre has a lot of experience in testing, student survey and also a big network in assessment. Therefore, the Centre is happy to share human resources and database with VJU.

The two institutions’ representatives reached common agreement on the following five major cooperation fields:

- Cooperating and exchanging experts; supporting the source staff training in the fields of testing, assessment, educational quality measurement and evaluation;

- Exploiting the data of the High school Student Aptitude test (HSA) for the purpose of advising on admissions and data sharing of successful candidates to analyze learners' capacity on the principle of mutual agreement;

- Cooperating in the implementation of communication on the universities’ entrance exam and promotion of university admission of the parties;

- Assisting candidates in using HSA test results to apply for university admission.

- Appoint staff to participate in the organization of the HAS exam.
