Ladies and Gentlemen,
Today, I feel very honored to welcome all of you - our distinguished guests - to Hanoi Forum on Information-Communication Technology 2007. This is the first in a series of annual international forums on ICT, which is co-organized by Vietnam National University (VNU), Hanoi and the Korea Foundation for Advanced Studies (KFAS). I believe that this forum will provide a platform for scientists, engineers, practitioners, managers, businessmen and management personnel from countries in the world to share knowledge, exchange experiences, discuss opportunities and challenges as well as the best solutions, application models and high quality ICT human resource development. It also provides chances for the participants to present their recent research results, advanced technologies in all fields of ICT from theory to practice . And most importantly, it will make a significant contribution to ICT development and application in Vietnam.

Ladies and Gentlemen,
ICT is an important area for not only academic activities, for business but also a driving force for socio-economic development of each country. Therefore, the Government of Vietnam has attached great importance to ICT development and application. That is manifest in a number of ICT projects and a Master Plan for the ICT human resource development till the year 2020. However, Vietnam still faces a lot of problems and challenges in ICT activities . Vietnam is short of highly qualified and skilled ICT human resources, short of knowledge and experiences to make a long-term ICT policy, short of links and cooperation between academic institutions and ICT business and industry. Vietnam should learn from and exchange experiences with scientists and experts from other countries with advanced ICT so as to work our appropriate general ICT vision, ICT capacity building, ICT human resource development, ICT research and development, application, academic – industrial links and cooperation. Vietnam should also focus on computerization of management, ICT policy-making and implementation, promotion of ICT R&D activities, including the ICT skill standards, intellectual property, professional ethics…

This Forum is organized at a significant time when Vietnam has just accessed WTO, which has provided Vietnam with not only good opportunities but also a lot of challenges and only vigorously developing the knowledge-based economy and speeding up international process can take full advantages of opportunities and overcome all these challenges. I hope that this Forum will also contribute to that.
I believe the 1st Hanoi forum on ICT will be successful and useful for all of us and the Hanoi forum on ICT will be continued annually for promoting the ICT activities locally and globally.
I would like to take this opportunity to express our sincere gratitude to His Excellency Mr. Pham Gia Khiem, Vice-Prime Minister of the Government of Vietnam for his clear sighted guidance and support for Vietnam National University, Hanoi and for attending this Forum.
