University’s functions develop with the times. In the 21st Century, globalization, knowledge economy and information technology bring about new missions for cultural exchange. Cultural exchange, following talent production, scientific research and social service, has become the fourth function for university as an organization for the heritage, transfer and creation of knowledge. International cultural exchange is multidirectional exchanges of university systems in different countries, regions or under different cultures. It is different from the internationalization or globalization of higher education in the sense that it is not limited to the mobility of materials or personnel but it includes the movement of systems and ideologies. International cultural exchange is conducive not only to the development of universities themselves, but to mutual understanding, mutual trust and respect between different cultures and ethnic groups. In order to give full play to this function, efforts should be made in the following aspects:
